and for a static IP adress, since 2000 90% of the internet providers are giving dynamic IPs so if you want one, you will have to buy it or to find how to get it cause there is 3-4 diff ways to get it...

but u don't need one for ur admin... get steam it'll be 100 times better

Or just use a non-steam client that generates a steam id. You could always just use Pac Steam since you now have a steam login unless you planned on buying Cs 1.6 on Steam.
